[Bug] Anthropic API Error: Rate limit reached without usage

Bug Description
I keep seeing API Error: Rate limit reached, but I have not queried anything and have not hit any usage limit. I have a Pro subscription, and have not been able to query anything for the past week. I would like to be able to build.
