[BUG] issue #33120 - API Error: Rate limit reached in Cowork and Code

What's Wrong?

Cowork returns "API Error: Rate limit reached" immediately on every action. This has persisted for 4+ days with zero API activity on the account.
Account context:

Plan: Claude Max
Org: Celebration OnPoint (Claude Console)
Credit balance: $250.00 remaining
Auto-reload: disabled (not the cause)
Console → Limits: no errors, no flags

What works:

Claude.ai chat — normal
Console dashboard — normal

What doesn't work:

Cowork — rate limit error on every action, immediately

What I've ruled out:

Active API usage (none in 4+ days)
Insufficient credits (balance confirmed)
Rate limit tier issues (Limits page shows nothing flagged)
Local machine issue (error is account-specific, not environment-specific)

Suspected cause:
Ghost/corrupted rate limit state incorrectly applied at the account level on Anthropic's backend. Requesting a server-side reset of Cowork rate limit state for this account.

Steps to Reproduce:

Log into Claude Desktop with Celebration OnPoint org account (Claude Max plan)
Open Cowork
Type any message or initiate any action
Observe: "API Error: Rate limit reached" returned immediately

Expected behavior:
Cowork processes the request normally within Claude Max plan limits.
Actual behavior:
Rate limit error fires instantly on every action, every session, every day — for 4+ consecutive days.
Additional reproduction notes:

Error is immediate — no processing delay, no partial response
Persists across multiple sessions and days
No concurrent API usage on the account during any attempt
Claude.ai chat functions normally on the same account simultaneously
Console Usage logs show no activity to justify a rate limit trigger
