[BUG] Rate Limit hit on singular calls.

What's Wrong?

One call and process gets halted. Total behavior change.

What Should Happen?

The throttle needs to be fixed.

Steps to Reproduce

Just try making any queries or make api calls from claude code ... there's a 70% slashing of performance
