[BUG] Both the web portal and claude code report usage at ~70% but Claude Code reports I have hit my rate limit

What's Wrong?

Claude Code reports I have hit my rate limit even though usage is reported at around 70%

What Should Happen?

Claude Code should not hit a rate limit if usage is not maxed.

This occurred to me during regular usage of the service.

I would also add that the chat function still works, only Claude Code is reporting hitting it's rate limit.
