What's Wrong?
For the past week, I've been unable to start new Claude Code sessions. Every new session immediately returns "API Error: Rate limit reached" on the very first message, even after 24+ hours of zero usage.
However, existing/resumed sessions continue to work fine in the same terminal on the same machine.
I'm using Claude Pro.
What Should Happen?
Should be able to send at least one message after a full day of no usage.

Steps to Reproduce
- Don't use Claude Code for 24+ hours
- Open a new terminal and run
claude - Send any message
- Immediately get "API Error: Rate limit reached"
