[BUG] Dispatch returns 403 "Request not allowed" with Claude Max subscription

What's Wrong?

Bug: Dispatch returns 403 "Request not allowed" with Claude Max subscription
Plan: Claude Max (5x)
Error: Failed to authenticate. API Error: 403 {"error":{"type":"forbidden","message":"Request not allowed"}}
What works: Regular chat on claude.ai works fine on the same account.
What doesn't work: Dispatch feature on both desktop and mobile apps.
Troubleshooting tried:

Switched proxy to Global mode — still 403
Regular chat on same account works perfectly

Platform: macOS, Surge proxy (global mode tested)
This appears to be a server-side restriction on my account, similar to issues #38066 and #32816.

What Should Happen?

Dispatch should work normally with an active Claude Max subscription, same as regular chat.

Error Messages/Logs

Failed to authenticate. API Error: 403 {"error":{"type":"forbidden","message":"Request not allowed"}}

Steps to Reproduce

  1. Log in to Claude Desktop app with Claude Max account
  2. Open Dispatch feature
  3. Send any task
  4. Error appears immediately: 403 "Request not allowed"

Plan: Claude Max (5x)
Network: China mainland, using Surge proxy (tested with Global mode, still 403)
Regular chat on claude.ai works fine. Dispatch fails immediately on both desktop and mobile apps.
Similar to issues #38066 and #32816 — appears to be server-side account restriction.
