[BUG] Dispatch 403 "Request not allowed" and Remote Control not enabled on Pro plan

What's Wrong?

Two related issues on Claude Pro plan:

1. Cowork Dispatch returns: Failed to authenticate. API Error: 403 {"error":{"type":"forbidden","message":"Request not allowed"}}

1. Claude Code Remote Control returns: Error: Remote Control is not yet enabled for your account.

Regular Chat works fine on the same account.

What Should Happen?

Both Dispatch and Remote Control should work for Pro plan subscribers as stated in the official documentation.

Error Messages/Logs

Failed to authenticate. API Error: 403 {"error":{"type":"forbidden","message":"Request not allowed"}}
Error: Remote Control is not yet enabled for your account.

Steps to Reproduce

1. Log in with Claude Pro account on Claude Desktop
2. Open Cowork → Dispatch → send any task → 403 error appears
3. Run claude remote-control in terminal → "not yet enabled" error
