[BUG] Phone number verification fails for Sri Lankan numbers (+94) during Claude Code Team onboarding

What's Wrong?

Users invited to Claude Code Team Pro are unable to complete onboarding due to failure in phone number verification.

When entering valid Sri Lankan mobile numbers (+94) in international format, the verification step fails and prevents users from proceeding.

This issue is consistently reproducible across multiple users, carriers, and devices, effectively blocking access to the product.

What Should Happen?

Users should be able to successfully verify their phone numbers and complete onboarding using valid Sri Lankan mobile numbers (+94).

Upon entering a valid number, an OTP should be delivered, allowing the user to proceed and gain access to Claude Code Team Pro without errors.

"Unable to send verification code to this number. Try a different number or try again later"

Steps to Reproduce

  1. Invite a new user to a Claude Code Team Pro workspace
  2. User receives the invitation email from Anthropic
  3. User accepts the invitation and proceeds to onboarding
  4. User is prompted to verify their phone number
  5. Enter a valid Sri Lankan mobile number in international format (e.g., +947XXXXXXXX)
  6. Submit the number for OTP verification
  7. Observe the error message
