[Bug] Excessive token usage on simple messages causing premature rate limit consumption

Question

**Bug Description**
I'm seeing a bug in usage limit. I just sent two "HEllo" message and once the model reply, I see I've already used 2% of the 5hr limit. This is not right. Please take look into this. thanks
