[BUG] Folder picker on Windows ARM64 only shows 'All Folders' and 'Downloads' with no way to browse

Description

On Windows 11 ARM64, the Code tab folder picker dropdown only shows "All Folders" and "Downloads." Selecting "All Folders" does nothing — no file browser dialog opens. There is no way to navigate to any project directory (e.g., C:\Users\<user>\repos\...).

Steps to reproduce

1. Open Claude Desktop on Windows 11 ARM64
2. Go to the Code tab
3. Click the folder picker dropdown
4. Only "All Folders" and "Downloads" appear
5. Selecting "All Folders" has no effect — no browser dialog opens

Expected behavior

The folder picker should allow browsing to any directory under the user's home folder.
