CLI shows plugin install banner even when IDE plugin is already installed

The CLI startup always displays this message:
↑ Install the PhpStorm plugin from the JetBrains Marketplace: https://docs.claude.com/s/claude-code-jetbrainsThis shows regardless of whether the JetBrains plugin is already installed and active. It would be nice if the CLI could either:
- Detect that the plugin is already connected and suppress the message
- Or provide a way to dismiss/hide it permanently
It's a minor UX annoyance for users who already have the plugin set up.
