[FEATURE] Ability to stop blinking of the dot indicator

Problem Statement

This is afollow-up to #25095.

With prefersReducedMotion: true in ~/.claude/settings.json, the shimmer effect and symbol cycling are suppressed as documented, but the blinking dot in the status line still blinks.

Proposed Solution

I would love to have the ability to also stop this blinking, either without changing settings.json further or by having to add a new field.

Alternative Solutions

The current work around is to shift focus to other windows.
