[FEATURE] Implement an "Auto-continue once limit resets" operation to /rate-limit-options

Problem Statement

I'm in the middle of a task within a plan, but I hit my rate limit. I want to step away / go to sleep, but I want Claude Code to continue with the plan once the limit rate resets

Proposed Solution

just implement another option here:

"What do you want to do?

❯ 1. Stop and wait for limit to reset

1. Upgrade your plan
2. [Auto-continue once limit resets]"

There can be an auto-notification that the rate limit is reset the same way that there is a notification when a subagent is finished.
