[FEATURE] Implement Coyote Time

Problem Statement

It's kinda annoying to hit the 5 hour usage cap 3 minutes before it resets. Please consider just 'borrowing' from the future when you hit 100% right before a reset.

Proposed Solution

If a user hits 100% within 5 minutes of their reset window, just 'borrow' from the future bucket.
