[Bug] Background tasks not starting in TUI with team OAuth account

Bug Description
I cannot start background tasks from claude code tui. I can from web and mac os apps though. Login with my team oauth account (the 5x plan). I do not have any conflicting api key in the env vars and i have waited several minutes between relogins. Issue persists.
