[Bug] Usage API returns subscription-only error despite active Max Plan subscription

Bug Description
I currently have an active Max Plan subscription, but /usage shows "/usage is only available for subscription plans" and the Usage tab on claude.ai also doesn't show any available session usage. So it looks like my subscription isn't being correctly recognized as active.
