Hover group doesn't update when content changes under a resting pointer

A plugin draws one long title as two Buttons on two lines, both with hover: { scope: 'title-x', inverse: true }. Moving the pointer over either line inverts both, as documented. But when a redraw puts one of those Buttons under a pointer that isn't moving, only that Button inverts. Its partner stays plain until the pointer moves. BoxHoverProps says a hover applies "as what is drawn under a resting pointer changes," so the partner should light too.

Repro: rest the pointer where a redraw will place the second line of a two-Button title. Trigger the redraw without moving the pointer. The first line stays unlit until the next pointer move.
