[BUG] GitHub connector create_pull_request shows a form to the user instead of creating the PR, even when the owner told Claude to act
Surface: claude.ai chat with Cowork tools, 11 Oct 2026, ~12:50 ET, attended by the account owner.
What happened: the owner said "do as you see fit" about merging a branch of his own repo (TheAviv/browser-agent-mcp) into main. Claude called the GitHub connector's create_pull_request. Instead of creating the PR, the tool rendered an interactive form and told Claude to stop and wait for the user to click Submit.
Why it is a bug: the owner had already delegated the action in chat. Turning a tool call into a manual step for him defeats the reason he uses the connector. Merging a PR through the same connector does not need this form, so the gate is inconsistent.
Expected: an owner-delegated create_pull_request on his own repo runs directly, or at most offers a one-click approve in-line, not a form plus a full stop of the turn.
