[FEATURE] Desktop app: start new local sessions from phone/claude.ai without a terminal `claude rc`

Problem

Starting a new local Claude Code session from my phone currently requires running claude remote-control (spawn mode) in a terminal and leaving it open. If I close the terminal or press Ctrl+C, the phone shows "Claude Code on Mac is offline", even though the Claude desktop app is still running.

The desktop app's "Connect new sessions to Remote Control" setting only exposes sessions I've already started on the Mac. It can't receive a request to start a new one.

Expected

While the desktop app is running, it should act as the Remote Control host: always reachable from the Claude mobile app and claude.ai/code, and able to start new local sessions in my projects. No terminal, no extra daemon. Local Code sessions, not Cowork or cloud.

Comparison

Codex does this: the ChatGPT mobile app starts tasks on a connected Mac with no terminal process.

Current workaround

Running claude remote-control --spawn=same-dir as a launchd service. It's fragile: see #100528 (new environment ID on most restarts) and #99849 (OAuth refresh failure logs the CLI out).

Environment

macOS (Darwin 25.6), Claude desktop app (Code tab), Remote Control enabled for new sessions.
