Problem Statement

This is a Claude-wide issue, but I only run into it in Claude Code.

Many users work in bursts, for example because of work schedules, health conditions or caregiving. I pay for Max 20x to cover these bursts, but most weeks I use only 10–20% of the weekly quota, if that.

When I do work hard, I hit the weekly limit about halfway through the week. The 5-hour limit has never been a problem.

As a result, burst users pay the same as continuous heavy users but get much less usable value.

Proposed Solution

Let part of the unused weekly quota carry over, so that light weeks fund heavy weeks.

Rules:

  1. Bank one-third of unused quota. A week with 10% used leaves 90% unused, so 30% goes into the bank.
  2. Base quota first. Each week the normal quota is used first. The bank is drawn on only after that runs out.
  3. Banked quota lasts 4 weeks. Quota is banked at the end of a week and can be used in the next 4 weeks. Quota banked in week 1 can be used in weeks 2–5. The oldest banked quota is used first.
  4. The bank is capped at 100%. No week can have more than 200% available.

Example: a user who mostly uses 10% per week, with two burst weeks.

| Week | Used | In bank at start | Available | Bank change | What happens |
|---|---|---|---|---|---|
| 1 | 10% | 0% | 100% | +30% | Off week |
| 2 | 10% | 30% | 130% | +30% | Off week |
| 3 | 10% | 60% | 160% | +30% | Off week |
| 4 | 160% | 90% | 190% | −60% | Burst: base 100% + 60% from the bank (weeks 1 and 2) |
| 5 | 10% | 30% | 130% | +30% | Off week |
| 6 | 10% | 60% | 160% | +30% | Off week |
| 7 | 160% | 90% | 190% | −60% | Burst: base 100% + 60% from the bank (weeks 3 and 5) |
| 8 | 100% | 30% | 130% | 0% | Normal heavy week; the bank is not needed |
| 9 | 10% | 30% | 130% | +30% | Off week |
| 10 | 10% | 60% | 160% | +30% | Off week; week 6's 30% expires unused at the end of this week |

Without rollover, both bursts (weeks 4 and 7) hit the weekly limit around the middle of the week. With rollover, they fit.

Over these 10 weeks the user averages 49% of the weekly quota, and 30% of the banked quota expired unused.

Why this is safe for Anthropic

  • Average usage doesn't increase. Only a third of unused quota carries over, so no user can average more than 100% of their quota over time. Usage is moved in time, not increased.
  • Peaks are bounded. Because of the cap, one user can use at most double their weekly quota in any single week.
  • Unused banks disappear. Because of expiry, banked quota from inactive accounts never accumulates into a large hidden liability.
