[BUG] Claude Code usage is consumed while Claude Code is completely unused credits!

What's Wrong?

My Claude Code usage limit is being consumed even when Claude Code is completely closed and I am not sending any prompts or making any requests.

I have no active Claude Code sessions running.

I have also revoked all Claude Code authentication tokens and logged out of all active sessions, but the usage limit continues to decrease.

What Should Happen?

The usage limit should not increase while Claude Code is completely closed and no requests are being made.

Error Messages/Logs

No error messages are shown. The issue is visible on the Claude usage page.

Steps to Reproduce

1. Check the current usage level at https://claude.ai/settings/usage.
2. Completely close Claude Code.
3. Make sure there are no Claude Code processes running.
4. Revoke all Claude Code authentication tokens.
5. Log out of all active Claude sessions.
6. Confirm that no ANTHROPIC_* environment variables are configured.
7. Do not open Claude Code or send any prompts.
8. Wait for some time and refresh the usage page.
9. Observe that the usage limit continues to decrease despite no interaction with Claude Code.

Additional Information

I verified that the issue does not appear to be caused by an API key or ANTHROPIC_* environment variable in my environment:

PS C:\Windows\system32> Get-ChildItem Env:ANTHROPIC*
PS C:\Windows\system32>

No ANTHROPIC_* environment variables are present.

I also performed a malware scan and found no issues.

All authentication tokens have been revoked and all active sessions have been disconnected.

Despite this, the usage limit continues to decrease while Claude Code is not being used.

I can provide screenshots showing the usage level and timestamps demonstrating that usage is being consumed without any interaction with Claude Code.

The screenshots attached to this issue show the affected usage information.
