[GitHub integration] Routine session can't access attached repository

What were you trying to do?
I attached my GitHub repository to a Claude Code routine on claude.ai so the routine can read and update a file in the repo during each run. The Claude GitHub App is installed on my account with "All repositories" access, and the claude.ai GitHub settings page confirms cloud sessions can work in the repo.
When the routine runs, the session reports that GitHub access isn't enabled for the session and that it would need to call add_repo to request access — but the session has no add_repo tool, and it also has no project_write tool. So it can neither read nor write the attached repository.
Expected behavior: a routine with a repository attached should be able to read the repo and commit file changes to it.
What happened instead?
The routine ran its position check correctly, but the session could not access the attached repository at all. It reported "GitHub access isn't enabled for this session" and said it would need to call add_repo to request access — but no add_repo tool exists in the session, and there is no project_write tool either. The journal file was neither read from nor written to the repo.
