[BUG] maisecrets@inline plugin blocks ALL tools - dispatch.py never created on Windows

What's Wrong?

The maisecrets@inline plugin blocks every single tool call in every session.

Error message:
"maisecrets: its folder is gone (a plugin update moved it while this session was open). Run /reload-plugins. Until then maisecrets blocks this."

Root cause found:
The folder C:\Users\owner\AppData\Roaming\Claude\local-agent-mode-sessions\ does not exist at all. Claude never creates it, so dispatch.py is never created, so every PreToolUse hook returns "deny".

Result: I cannot use ANY tool (Read, Write, Glob, Grep, Bash, MCP tools — everything is blocked).

Steps to reproduce:

1. Open Claude Desktop App on Windows 11
2. Start any session
3. Try to use any tool
4. All tools blocked with above error

Workarounds tried:

• Restarting Claude: did not fix
• Opening new sessions: did not fix
• The folder local-agent-mode-sessions does not exist to delete

What Should Happen?

Claude Desktop App should create the local-agent-mode-sessions directory and correctly extract the maisecrets plugin files (including dispatch.py) on session startup, so that PreToolUse hooks function normally and tools are not blocked.

Confirmed: C:\Users\owner\AppData\Roaming\Claude\local-agent-mode-sessions\ does not exist on disk.

Steps to Reproduce

1. Open Claude Desktop App on Windows 11
2. Start any new session
3. Try to use any tool (Read, Write, Glob, Bash, or any MCP tool)
4. ALL tools are immediately blocked with the maisecrets hook error
5. This happens in every session, every time
