[BUG] Cookie consent popup in desktop Claude Code

What's Wrong?

Image says it all. Claude Code first crashed with "Another program is using this file" → C:\Program Files\WindowsApps\Claude_...., found no way to fix that so did logoff, and then after starting it, got this ridiculous thing.

What Should Happen?

This is desktop app, it should not be using marketing stuff and cookies.
