[Bug] Overly restrictive safety filters block legitimate testing workflows

Bug Description
I’m working on a testing agent for my application, but the safeguards blocked it from creating a form prober whose purpose is simply to validate that forms submit successfully and don’t trigger application errors.

I gave it a real example of a bug a customer reported just a few hours ago because the whole point is to catch these failures before customers do.

I think this is being classified too aggressively from a safety perspective. This is defensive testing against my own application, not an attempt to exploit or abuse someone else’s system.
