[Feature Request] Add override/exemption mechanism for safety flags during local debugging scenarios

Bug Description
I'm trying to debug an error in our kubernetes cluster. The error is of a subtle type of flooding a jupyterhub with requests forcing it to hang. Problem is to recreate it in a reliable manner from the browser. Claude gets flagged for trying to helping me understand the underlying problem. I understand I could be doing something malicious, but since I can show claude the code, a local cluster, a prod cluster and logs from a client, it's still being flagged. It's very annoying, especially in a debug session where time is of essence.
