Problem: In the Claude desktop app on Windows (Code tab and chat), starting dictation requires clicking the mic button in the composer. On macOS there is a voice dictation shortcut (Caps Lock, opt-in under Settings > General), but on Windows the settings only offer Ctrl+Alt+Space for Quick Chat — nothing for voice. For users who dictate frequently, reaching for the mouse breaks the flow.

Proposal: Add a configurable keyboard shortcut on Windows to toggle dictation on/off while the composer is focused (e.g. Ctrl+Shift+Space), ideally also push-to-talk (hold to dictate).

Related: #48305 (macOS request, closed), #59400 (closed as duplicate of #48305). This request is specifically about Windows, so it is not a duplicate.

Environment: Claude desktop app, Windows 11.
