[BUG] Desktop app: repo picker stuck on 'No repos available' blocks chat input even after installing GitHub App and granting repo access

What's Wrong?
On the Claude Desktop app (macOS), Code tab, the repository picker shows "No hay repositorios disponibles" / "No repos available" even after installing the Claude GitHub App, granting repository access, and joining the target organization repo. Worse: while this popup is open, the chat input is completely blocked — I can type in the message field, but the send button/Enter does nothing, and instead the "install GitHub App" popup keeps reopening.
Environment
- Platform: Claude Desktop app
- OS: macOS
- Repo: organization repo (Kidscorp)
- GitHub App installation: confirmed installed and configured under GitHub Settings → Applications, with access granted to the target repo
Troubleshooting already attempted
- Installed Claude GitHub App and granted repo access
- Joined the target organization repository
- Hard refresh / reopened the app
- Closed and reopened the repo picker popup
Related issues
This appears related to a known backend repo-indexing bug reported in #27155, #57161, #57396, #60493, #65601, and specifically #79353 (same symptom on the Desktop app Code tab).
Impact
This fully blocks using Claude Code from the desktop app — I can't even start a chat session without a repo connected, since the popup intercepts all input.
What Should Happen?
The repository picker should show the repos the Claude GitHub App has access to, and regardless of repo picker state, the chat input should remain usable so I can at least start a session without a repo attached.

Steps to Reproduce
- Open Claude Desktop app (macOS) → Code tab
- Click "+ Seleccionar repositorio..."
- Picker shows "No hay repositorios disponibles"
- Click "Instala la aplicación de GitHub de Claude", complete GitHub OAuth install, grant access to the target repo (Kidscorp org)
- Return to Claude Desktop — repo still doesn't appear in picker
- Try typing a message in the chat input regardless — typing works, but sending is blocked; the "install GitHub App" popup reopens instead of sending the message
