Session Manager Local tab shows only 1 of 189 local sessions after Reload Window

Description
In the VS Code extension's Account & Usage panel -> Session Manager, the "Local" tab shows only 1 session for a project that has 189 real local session transcripts on disk (.claude/projects/<project-id>/*.jsonl, dated 2026-08-25 through today). The "Web" tab shows items as expected.

Steps to reproduce

1. Open Session Manager (via the usage badge in the sidebar icon row) -> Local tab.
2. Observe far fewer sessions than actually exist on disk for the current project.

Troubleshooting already tried

• Toggling Web -> Local -> Web tabs: no change.
• Reload Window (Ctrl+Shift+P): Local tab count went from ~0 to 1, still far short of the real total (189).

Expected behavior
Local tab should list all local session transcripts that exist on disk for the project.

Environment

• Claude Code VS Code extension, Windows 10
• No data loss: all 189 .jsonl transcript files are present and intact on disk. This appears to be a display/indexing bug in the Local tab, not a data loss issue.
