Terminal CLI sessions never sync to claude.ai/code; desktop-app sessions on same account do

Environment: Claude Code v2.1.277, macOS, two machines (Apple Silicon), Terminal.app. claude auth status on both: authMethod: claude.ai, apiProvider: firstParty, subscriptionType: max, same email/org.

Expected: Per #78776 and related reports, sessions sync at the account level across CLI, desktop app, and web.

Actual: Sessions started with claude in a terminal never appear at claude.ai/code, on either machine, even after /exit. Sessions launched from the desktop app on the same account appear immediately. The web sidebar shows only desktop/web sessions, the newest a week old.

Repro:

  1. claude --debug in Terminal.app, send one message, /exit.
  2. Refresh claude.ai/code → session absent.
  3. grep -iE 'sync|upload' ~/.claude/debug/<id>.txt → no session upload attempt logged at all (only skills/plugins "synced" dir lines), no network errors.
  4. Launch a session from the desktop app on the same machine → appears on the web.

Config: ~/.claude/settings.json contains no sync, telemetry, or proxy settings. No ANTHROPIC_*, CLAUDE_* (other than CLAUDE_CODE_DISABLE_MOUSE), or proxy env vars. analyticsDisabled: false.

Ask: Clarify whether terminal-session sync is a staged rollout. If so, surface that state somewhere (/status or claude doctor). If it's meant to be live for everyone, this account isn't getting it and the CLI logs nothing indicating why.

Adjacent UX note: Voice dictation in the Cowork web composer transcribed an English message as French mid-conversation, with no visible language pin in the UI.
