"Code" panel toggle / Chat and Cowork switcher missing in sidebar

What's Wrong?

Description:
In one of my projects, the sidebar shows a toggle at the top with "Chat and Cowork" and "Code" tabs (as seen in another project of mine). In a different project, this toggle does not appear at all, and the "</>" code panel icon in the top-right toolbar also intermittently disappears.

Steps taken to troubleshoot:

• Confirmed the project's side panel system works (opened terminal/file panes successfully via the app)
• Initialized the folder as a git repository (git init + initial commit) — this did not make the toggle appear
• Fully quit the app (via Task Manager) and reopened it — toggle still does not appear

Expected: The "Chat and Cowork | Code" toggle and the code panel icon should be consistently available across projects.

Actual: The toggle is missing in this project, with no clear way to enable it.

Platform: Windows 11, Claude desktop app

What Should Happen?

The "Chat and Cowork | Code" toggle and the "</>" code panel icon should be consistently visible and available in every project, regardless of whether git was initialized before or after the project was created.

Error Messages/Logs

No error message shown — the toggle/icon simply does not appear. No console errors observed.

Steps to Reproduce

1. Open a project folder that is not a git repository in Claude desktop app
2. Notice the "Chat and Cowork | Code" toggle is missing from the sidebar (compare with another project that has it)
3. Run git init and create an initial commit in that folder
4. Fully quit the app and reopen it
5. The toggle still does not appear
