Problem Statement

Cowork now runs in the cloud by default. The setting that restores local execution, "Run Cowork in the cloud," exists, but it is owner-controlled on Team and Enterprise only. Individual Pro and Max users who chose Cowork specifically because it ran on their machine have no way to get that back at any price they can actually buy.
What changed

I use Cowork for a research practice anchored to a local folder: roughly 1,100 files in Google Drive, a state file and a dependency graph that every session reads and updates, and a dozen custom skills that operate on those files. I chose Cowork over the alternatives because the agent loop ran on my machine with direct access to that folder.

Since the move to cloud sessions:

A session reaches my files only through the device bridge, and only while the desktop app is open on the machine that started the session.
Every read, edit and search is a round trip from Anthropic's servers to my machine. Work that used to be instant is visibly slow, and a routine state-file update now costs several transfers.
The local folder attached to my Cowork project no longer does anything. Per the docs, "Projects tied to a local folder support Cowork sessions on desktop only." The attachment still appears configured in the UI and silently has no effect, which cost me real time before I worked out why.
Folder access has to be granted again in every new session.

Why the documented workaround is not available to individual users

The architecture docs say an owner can turn cloud sessions off and leave local desktop Cowork running. That control exists only on Team and Enterprise. For a one-person business to reach it, the path is:

Create a Team org on a business domain (public domains are refused for the creating account).
Pay a two-seat minimum on a plan documented as "not intended for individual use."
Add the personal domain as a permitted domain, invite the personal account, and migrate.
Accept that custom skills have "no migration path," along with connected-app sign-ins, self-added connectors, published artifacts, and existing Cowork cloud sessions. The migration is one-way.

That is substantial cost plus irreversible loss to recover a capability that was already working.

Proposed Solution

Expose "Run Cowork in the cloud" as a per-user setting on Pro and Max, defaulting to on. Users who want cross-device continuity keep it. Users whose work is anchored to a local folder can turn it off and get the previous behavior.

Two smaller changes that would each help on their own, if the toggle is out of scope:

Make a project's attached local folder function in cloud sessions, or state clearly in the UI that the attachment is inert outside desktop sessions.
Let folder grants persist per project instead of resetting every session.

Additional Context

Relationship to #61398

Issue #61398 asks for cross-device session continuity in Cowork. I am not asking for that to be reverted; continuity is worth having, and it is the thing I would have asked for. The problem is that it shipped bundled with remote execution and the loss of direct local file access, with no way to choose one without the other.

Two things worth knowing before you post. The silent-inert-folder-attachment point is the strongest item in here, because it is a plain bug rather than a preference, and it is the one most likely to get fixed regardless of what happens to the toggle. And I left your file counts approximate ("roughly 1,100," "a dozen") rather than exact, since precision there invites a quibble and adds nothing.

Until 18 September 2026, Cowork tasks I started from the Claude desktop app on my PC ran locally (session directories named like "adjective-adjective-name"). From 19 September, almost every task started the same way runs as a cloud session linked to the PC (session directories named "rcw-<id>"). I made no change that explains this. The switch lines up with the desktop app updating from 1.49585.0.0 to 2.x.

+1 from a Pro/Max user on macOS (desktop app 2.x, Sept 2026).

Since the update that made cloud the default, every new Cowork task from the desktop home screen opens as a cloud session linked to my Mac. There is no environment picker in the composer, no "Run new tasks in the cloud" toggle under Settings (checked System, Features, General), and the device chip only lists linked computers.

Concrete impact on my local-first setup (a folder of scripts, skills and scheduled tasks that must never leave the machine):

  • Photos/PDFs can only be read by a cloud session if they are copied ("staged") into the container, which I don't accept for personal documents.
  • Cloud sessions cannot see or fire local scheduled tasks, so I can't diagnose a stalled task from a new chat.
  • The same update silently migrated my scheduled tasks to the cloud on Sept 23; one task that needs local files stopped completing for 4 days before I noticed. Moving them back required the hidden "Only on this computer (Advanced)" toggle, which only exists on the edit form, not on creation.

The only local channels left are pre-update chats, Dispatch, and scheduled tasks. Please expose the local/cloud choice per session (or a per-user default) on individual plans.

+1 — and a concrete use case, since "cloud by default" breaks it completely.

Setup: Individual user on [Pro/Max], macOS. I use Claude for iterative editing of long-form text documents. All source files, reference material and style rules live in a local folder.

Workflow that worked until the switch: open a document, select a passage, comment on it, and see Claude's change in the local file immediately. Tight loop, dozens of iterations per document.

What broke: new sessions run in the cloud. The local folder is only reachable through the desktop bridge, file tools work on copies, and the select/comment/see-it-instantly loop is gone. Claude Docs is not a replacement: it moves the source of truth out of my files and into my account.

Data: unpublished work and client material are exactly what I don't want stored in a cloud account. I understand inference always happens at Anthropic; the point is where files and sessions live.

Why this looks fixable: my existing local sessions still run locally, and in them the full workflow still works exactly as before: select a passage, comment, see the change in the local file instantly. The feature exists and works today. It's only unavailable for new sessions on individual plans.

Workarounds are not reasonable:

  • Team plan with "Run Cowork in the cloud" off requires a 2-seat minimum for one person, and Team is announced to be merged too.
  • The Code tab's "Local" environment only allows line comments on diffs, not commenting on arbitrary passages in a document.

Ask:

  1. Expose "Run Cowork in the cloud" as a per-user setting on Pro and Max.
  2. Announce changes like this in advance, with an opt-out(!), not via a silent update.

Open question to others here: does anyone know an alternative product where this exact workflow works: local files, select a passage, comment, and see the change in the file instantly?
