/goal loop doesn't detect completion and stays hidden in scrollback

Bug: An active /goal kept re-invoking the session every ~20-30 min for several hours after its own stated condition was already satisfied and reported as done. The completion check never recognized the goal was met, so it just kept looping and consuming tokens on repeat status-quo checks with nothing new to report.

Suggestion: Surface the active goal as a persistent floating indicator above the chat input (similar to ChatGPT's UI), rather than only visible in a prompt sent hours earlier in the transcript. It should show the goal text plus a one-click stop/clear control, so it's obvious a loop is running and easy to kill without hunting through history.
