[BUG] Claude Design: "Paused — you've hit your limit" fires at 95% weekly; ~30 Resume clicks then succeeds normally

Summary

Claude Design repeatedly halts a session with a modal reading "Paused — you've hit your limit."
The limit has not been hit. On Max (20x) with the weekly all-models counter at 95%, the
pause fired roughly ten times across a session. Clicking Resume ~30 times eventually let
the turn proceed, and it then completed normally and in full.

A real quota boundary does not yield to repeated Resume clicks. The gate is not enforcing
a limit, but it reports itself as one.

Environment

  • Plan: Max (20x)
  • Surface: Claude Design (canvas), desktop app
  • Date observed: 2026-09-08
  • Weekly boost active: "weekly Claude Code limit is 50% higher through September 13"

Expected

Either the request proceeds (quota remains), or it is refused with an accurate reason.

Actual

Blocked with "you've hit your limit" while ~4% of the weekly window remained; the block was
retriable and eventually passed.

Usage counters, immediately before and after

| | Before | After |
|-----------------|--------|-------|
| Current session | 5% | 6% |
| All models | 95% | 96% |
| Fable | 96% | 96% |

Session window resets in ~4 hours. Weekly counters reset Thu 4:00 PM.
Nothing reached 100% at any point, before, during, or after the pause.

The completed work consumed ~1 percentage point of the weekly counter — comfortably
inside the ~4 points remaining. So the pause cannot be explained as a pre-flight estimate
that the next turn would not fit.

Three different strings describe the same account state; one is false

  1. Settings → Usage banner: "You're close to your weekly limit." — accurate
  2. In-session footer: "You've used 95% of your weekly limit · It resets Thu, Sep 10" — accurate
  3. Design pause modal: "Paused — you've hit your limit." — false

Only the modal that actually blocks work states something untrue.

Reproduction

  1. On Max (20x), drive the weekly all-models counter to ~95%.
  2. Run a normal multi-step Claude Design session on the canvas.
  3. The run halts with "Paused — you've hit your limit."
  4. Click Resume. It halts again. Repeat.
  5. After ~30 clicks the turn proceeds and completes in full.

Impact

  • The pause lands mid-task, between checklist items, so a long design run is interrupted

repeatedly with no way to tell whether the work will survive.

  • The message is not actionable: it names no counter, and the CTA reads "Upgrade plan"

on an account already at the highest tier. For Max, the correct CTA is "Turn on usage
credits" (which the settings banner does use) or "View usage details."

  • The user cannot distinguish this spurious gate from a genuine exhausted quota.

Suggested fixes

  1. Do not emit "you've hit your limit" unless a counter is actually at its cap. If the

refusal is a transient capacity or pre-flight condition, say so in those words.

  1. Name the counter in the message, and state the remaining headroom.
  2. Make the CTA tier-aware — never show "Upgrade plan" on the top tier.
  3. If a refusal is retriable, retry it internally rather than making the user click ~30 times.

Note

The Usage page shows no Claude Design counter — only Current session, All models, and
Fable. If Design now draws from the shared pool, the pause message should reference the
shared counters it is actually reading.
