[Bug] Agent ignores provided tools, defaults to built-in Claude tools instead

Bug Description
All agents constantly forget tooling lists and default to Claude-given ones instead of the token-efficient, more accurate tools available. This issue has cost me hours of back-and-forth, wasted time, and introduced bugs and assumptions that wouldn't have happened if they had used the available tooling.
