[Bug] Vague blocking error prevents local development workflow

Bug Description
I had a ridiculously simple and unobtrusive development task that got flagged. My request was to work on the reports in my local web application and do some refactoring. It called the obra/superpowers MCP to organize the agents for structured development. Fable 5.1 rejected the request with the description [cyber] and no other details.

There is no possible reason why this would get blocked and the details are not helpful in knowing how to refine a prompt or if it was the MCP. Whatever is blocking local development from working, is absolutely unacceptable as it was the main touted feature of Fable 5.1.
