TUI: underline links on hover so it's clear they're clickable

When Claude writes a link in a response, hovering over it doesn't give any visual indication (like an underline) that it's clickable. I clicked one and it opened a new browser tab, but nothing in the TUI signaled that was possible beforehand. Underlining link text on hover would make this discoverable.
