[Feature Request] Make 0 == No, 9 == never - Reorder permission prompt options to prevent accidental acceptance

Bug Description
Permission prompt: put the negative option first (or last), not in the middle.
Current order is "1. Yes 2. Yes, and don't ask again 3. No".
Muscle memory reaches for 1/2, so "No" sits exactly where a fat-finger
lands after choosing "yes" a few times — and "2" is the least
reversible option (grants a standing permission).
Suggested: put the decline option at 0
