Timezone Parsing Error: Incorrect AM/PM Display in Usage Limit Notification

Bug Description
At around 12:40 I got the usage limit popup thing, and it said it resets at 1am (see picture). Then 1pm came and went, and the message went away. So the UI probably shows AM when it means PM. I'm in UTC+1 (BST) timezone, if that helps.
