[BUG] Incorrect timezone name: Europe/Kiev should be Europe/Kyiv

What's Wrong?

Usage plan page showing an incorrect timezone name because IANA timezone database alias Europe/Kiev is a legacy transliteration.

What Should Happen?

Timezone should be displayed as Europe/Kyiv as it is correct Ukrainian transliteration instead of Europe/Kiev
