[BUG] "Run on startup" option cannot be disabled

What's Wrong?

This is a long reported bug which has not yet been resolved. It's the same as bug #48078 which was closed automatically in error and has never been re-opened despite comments being added confirming it's still a bug. Long story short, the option to run at startup cannot be disabled, the toggle works but after exiting settings or quitting the app after turning the option off, going back in shows the toggle re-enabled.

What Should Happen?

The Run at startup option should remain disabled if user toggles the option off.

Steps to Reproduce

1. Go to the General part of settings
2. Turn off "Run on Startup"
3. Exit from settings
4. Go back in and you'll notice that "Run on Startup" is turned on

Repeating this even quitting Claude after changing the setting, nothing works.
