Cowork mode blocked — "Missing HCS services: HNS, vmcompute" on Pro plan

Description
When starting a new chat and trying to select "Cowork" instead of "Chat", the Cowork toggle is disabled. Hovering over it shows the tooltip:
Missing HCS services: HNS, vmcompute
I am on the Pro plan, which I believe should include access to Cowork. The message appears to be an internal infrastructure/service-check error being surfaced directly in the user-facing tooltip instead of a clear message.
Steps to reproduce
- Start a new chat on claude.ai
- Look at the Chat / Cowork toggle
- Try to select "Cowork"
- Hover over the disabled toggle to see the tooltip
Expected behavior
Either Cowork works normally on the Pro plan, or a clear, user-friendly message explains why it's unavailable (e.g., plan limitation, regional rollout, etc.) instead of an internal service name.
