New folder/project silently created inside an existing folder instead of at root level

Environment: Claude Code desktop app, macOS

Steps to reproduce:

1. Open the left panel (projects/folders list) in the desktop app.
2. Click "new folder" (or "new project") to create a top-level item.
3. Observe where the new folder ends up.

Expected: New folder is created at the root level of the panel (or wherever the user initiated the action from).

Actual: New folder is silently nested inside one of the two existing top-level folders, with no indication or option to choose the parent location.

Notes: Confirmed reproducible after updating to the latest app version.
