[Bug] Session reset timer and usage counter out of sync after 5-hour interval

Bug Description
Title: 5-hour reset timer and usage counter out of sync (Claude Code, Pro plan)

Description:
The 5-hour session reset timer and the usage percentage appear to have gone out of sync during the same session.

Timeline of events:

~05:30 — session started
08:40 — UI showed ~1:40 remaining before reset (implying an expected reset around 10:20)
Later — the displayed reset time was pushed forward to 14:00, with no actual reset happening in between
At time of checking — usage was still showing 7%, i.e. it had not been reset despite the reset time having moved forward

Expected behavior:
The timer reset and the usage counter reset should happen at the same time, exactly 5 hours after the session started (i.e. around 10:30).

Observed behavior:
The timer got pushed to a new reset time (14:00) without the usage counter being reset, leaving the two out of sync.
