[BUG] Max 5x → 20x upgrade broken for INR-billed India accounts: card setup created in USD, causing "authorized for a different currency" error

Cannot upgrade Max 5x → Max 20x on claude.ai from an India account billed in INR. Every attempt fails with:

"Your saved payment method is authorized for a different currency. Update your payment method and try again."

Root cause (isolated)

• My account has billed in INR since first subscription (Jul 28: Claude Pro ₹2,399; Jul 30: Max 5x ₹9,754.52, both with 18% GST).
• When adding a card in the upgrade flow, the bank records a $0.00 USD authorization — the checkout creates the card setup/verification in USD against an INR-billed account.
• Under RBI e-mandate rules, the card mandate currency must match the billing currency, so the INR charge (₹20,338.14) against the USD-registered card fails — for every card.
• Settings → Billing shows no saved payment methods even after adding many cards.

Impact

Paying Max 5x customer unable to give Anthropic more money. Likely affects all INR-billed India accounts attempting plan upgrades. Related: #56281, #55917, #57122

Filed here because this is the only actively monitored Anthropic repo for billing issues.

2. Settings → Billing → Upgrade to Max 20x
3. Add any card → $0 USD setup authorization posts → upgrade fails with currency mismatch error

• Multiple browsers and incognito — identical failure
• Banks confirm no decline is reaching them
• Support chat: bot responds with irrelevant card-decline FAQs, no human escalation
