[BUG] Login verification code email is not received on the first request

What's Wrong?

Description:
During Claude Code login, the email verification code is not delivered on the initial request. Users must click Resend Code before receiving the verification email.

Observed Result:
No verification email is received on the first attempt. The code is only delivered after clicking Resend Code.

What Should Happen?

Expected Result:
The verification code should be delivered after the first request without requiring a resend.
