Bug Description
Fable 5 is blocked in standalone Claude Code CLI but works in Claude Desktop on the same account. Org: Max 20x, active, created 2026-07-30. /status shows a Weekly · Fable bucket with unused allowance, and the startup banner says "Fable 5 is now a standard part of your Max plan," yet selecting Fable (or sending any message on it) triggers "Fable 5 runs on usage credits — you have $0.00." Reproduces on 2.1.219 and 2.1.220, at both model selection and request time. OAuth profile confirms has_claude_max: true, rate_limit_tier: default_claude_max_20x. has_extra_usage_enabled is false (org_level_disabled) — but per article 15424964, credits shouldn't be required until the 50% Fable allowance is exhausted.
