[Bug] Fable 5 incorrectly requires usage credits on Max 20x plan despite included allowance

Bug Description
Fable 5 incorrectly prompts for usage credits on Max 20x plan. - Plan: Max 20x (Fable 5 should be included at 50% of weekly limits since July 20) - Usage: only 3% of weekly Fable allowance used, 6% overall (confirmed in Settings > Usage) - Selecting Fable 5 via /model shows "Fable 5 runs on usage credits — you have NZ$26.40 in credits. Usage credits are turned off." - Persists after /logout and /login - Fable 5 works fine on the same account in the Claude desktop app - Claude Code v2.1.218, macOS - Possibly same as GitHub issue #79337 (alias entitlement check for claude-fable-5[1m])
