[Bug] Tenant selector not displaying options in localhost dev environment

Bug Description
too restrictive on cyber program - prompted it the following: use playwright plugin. when i access https://localhost:12012/servers tenant selector appears empty but it should select either my default tenant or all tenants. it probably does but doesnt show. try logging in yourself and check, its a dev env.

And here's what I get:
