[FEATURE] include actual reset time instead of just "resets in 2h"

Problem Statement

If I make a prompt and walkaway, sometimes the claude window in vscode will show

"you've hit your session limit, resets in 2h"

... problem is I don't know if it showed that 1 min or 1 hour ago

can you all update the message to include the actual time ... for example

"you've hit your session limit, resets in 2h at 5:20pm"
